Here is a pretty good reason. A High Speed Rail can only be built if it's put on a National Level. And then Nationally funded. That means that it has to be done at a Federal Level. It's expensive and intensive. ALL the successful high speed rails are Nationally supported and always will be. Or at least until they get the point of reach self sufficiency. Until the Feds pony up with a whole bunch of billions of bucks on a yearly basis, there just won't be a high speed rail.

HS Rail is right up there with the Interstate Program. And that was paid for by the Federal Programs. Today, the Interstate Program is a mixture of State and Federal but the original building of it was Federal. Of course, this was when we had a different tax structure than we do today and the uber rich didn't pay a lower percentage on their income than the Janitors and Stenos in their companies. America could afford these luxuries.

Most people in America don't think High Speed Rail is a very viable program for this nation, even if the government had a lot more money.

Americans prefer to drive intermediate distances of a couple hundred miles instead of public transportation. The reason is that we are spread out. Getting to and from the train stations takes time as well as waiting on the train. Private cars are portal to portal transportation done on the travelers own schedule. If someone takes a HSR train and gets off at a downtown Youngstown station,for example, they still have to get to their final destination. They can't walk from Youngstown to Boardman

HSR is a waste of money for America. America just isn't densely populated enough for such a project to be worthwhile. We aren't China or Japan where 100,000 people or more might live a quarter mile from a train station. We all have cars.

I suppose there are a very few places in America where it might be a viable plan, but the emphasis is on "very few".
