Even the whitest Mestizos are clearly not white.
Most Hispanics are not Mestizos, dude, and Mestizos and various other Amerindian/white mixes have always been considered white in Anglo society.
Non-white Hispanics are the minority (36%), not majority of the Hispanic population which is white (53%).

Blood Quantum Laws stated that you were Amerindian only if you were 50%+ Amerindian, otherwise you were white. In contrast to "One Drop" laws regarding partial African American ancestry, if you were half white/Amerindian you could easily get along in white society without much problem and the Blood Quantum Laws were mostly to limit who could claim to be Amerindian and get government financial aid. Now it is left to the individual tribes to say who was and was not Amerindian, and like Mestizos in Mexico, it is mostly a cultural matter, not racial.
