I think no they are fair but not as fair as scandinavians
Someone can look as white skinned as a scandinavian but you have to consider eye color and hair color freckling tanning ability etc
So most french are 'normal white' but not as fair as scandinavians

Many Iranians and those from Northern India can be fair/pale skinned.

And the pejorative dago refers to the Spanish

Not in the US. Ever since the early 1900's, that term has been used to mean "Italians."

Like the old joke: "See my new Italian shoes? Wherever I go, dago."

Wait, here's another one: "Have you heard about the new Italian tires? Dago round, Dago through mud, Dago through snow, Dago everywhere. And when Dago flat, Dago Wop, Wop, Wop, Wop!"

Possibly. Unless they were born in the French Rivera and are part French and part Italian.
