Parents should be financially and sometimes criminally responsible for their spawn until 18 or the kid is tried in adult court. Kids should respect the law and their parents, but if respect is not in the card, they should fear both. Parents need to man up and take responsibility. If not, they should be punished, right along the lousy kid they failed to keep under control. If a kid is so out of control, they get you arrested, for their behavior, when you get out, you should beat the shit out of that kid so they have proper fear of consequences.
