A right to an education has been deemed not a fundmental right.
What's the difference between a "right" and a "fundamental right" ?
In my state the public school system is a constitutional requirement
"Section 1. The legislature shall provide for the education of the people of the state and shall establish and maintain a public educational system."
State Constitution of 1974 > Article VIII:Â Education
