A loan application is not a legal document. Caveat Emptor is the controlling legal policy.

Here's an example.
My daughter bought a fixer-upper for lets say $100,000. We worked at it and asked for $150,000. We could have asked for more, who knows what the "actual value" is? That is what she thought it was. Someone bought it for the asking price. What if they offered more? Could the bank/state charge them with paying too much, i.e. FRAUD?

What any property is worth is what someone is willing to pay for it.

If Trump put that MAL is worth $1b, That number needed to be challenged by the Bank, NOT THE STATE.

In New York it is the latter, and Trump should have been charged with the misdemeanors if fraud could be proved.

FPOTUS#45 wasn't fined.

This was a civil case not a criminal one (and yes misdemeanors are crimes), it was a disgorgement case to return illegal profits based on persistent fraudulent and illegal business practices.
