Federal Officers are subject to Federal Rules and regulations when acting on behalf of the Federal Government.

When they go outisde those rules, that's different. If an ICE Officer robs a Convenience store, he might be able to be prosecuted by the State but it's not easy to do. If an ICE Officer is on duty and robs a store, I doubt the State would have any success prosecuting him.

She hit the officer in front of her with her car. His own body cam showed him being thrown back as she looked right at him. The guy ended up going to the hospital. Just months earlier, the same guy was caught and dragged 150 feet by an illegal's car almost being killed.
