As I recall, the House rules state that they must be.

But they don't wanna do that because then they'd have to explain why they voted the way they did on each bill.

It's so much easier to throw in some bullshit in one of the big monsterous bills about poor old granny's corns or whatever so then all they have to do is say that my opponent is voting against poor old granny.

Darned shame the modern electorate lacks the good sense or genune concern for solving the most fundamental of matters which bring on this nonsense in the first place by asking the correct, relevant questions.

Every bill should be a standalone bill and these types of clown shows wouldn't be able to thrive the way they do now.
