Congress shall make no law violating freedom of speech.

Since Congress didn't pass a law saying you can't make fun of Charlie being removed from the Census, this is a violation of their first amendment rights. (And, yes, rights apply to all persons, not just non citizens.)

Actually, most states will issue foreigners driver's licenses. Somehow even my wife got a driver's license, even though she speaks limited English and doesn't drive.

As far as purchasing guns, since the Second Amendment is about Militias, that would actually make sense. Although I knew a guy who was an immigrant from the Ukraine who had no problem with a firearm purchase here in IL where the laws are supposedly strict.

They had already been granted VISAs, so whatever the requirement for a visa was, they met them.
