Why do you 'ask' such a question? By that 'logic' - the US would be responsible for al-Quaeda.

Even IFF the Israelis initially cultivated HAMAS as a counter to the PLO - they certainly never 'controlled' HAMAS. So NO, Israel shouldn't be held responsible for what HAMAS has been up to - especially considering HAMAS gets a lot more of its funding and all of its arms from other, Arab, nations.
