Prior to the DC Home Rule law, it was a task imposed on Congress, anyway, not on the President.

So the more precisely framed question, I suggest, would be whether it is proper to invoke Sec 740 of the Home Rule law to “take over” (temporarily) the law enforcement (ie, policing) of Washington DC by use of the National Guard.

It seems to me to be not just authorized but also a perfectly reasonable thing to do.
