Exactly. We pick the best insurance plan we can afford, regardless of where find it. Now people who have previously been unable to afford any plan have affordable options. They're the ones who the exchanges are for.

The rich people we vote for and send to Washington can afford the best, so they buy the best Cadillac plans for themselves and their families. What difference it makes whether they get then through the exchanges or not?

A Congressman's premiums are 72% provided by the U.S. government. In a sense, they've already gone through the exchanges and gotten their subsidies.

(i)Requirement Notwithstanding any other provision of law, after the effective date of this subtitle, the only health plans that the Federal Government may make available to Members of Congress and congressional staff with respect to their service as a Member of Congress or congressional staff shall be health plans that are—
(I) created under this Act (or an amendment made by this Act); or
(II) offered through an Exchange established under this Act (or an amendment made by this Act).
