Your elders begin a contract asking us to hire a certain amount of locals for the work then quickly realize they don't have the people to build a casino so we just donate a few thousand to the chiefs favorite fund and call it good. That way we can keep production up without the pressure of making your people work. BTW- The chief's special fund is usually a new car or gifts for his kids. I've never made a chief donation to the tribe, ever.
