/——/ If you don’t create it, you can’t use it and that includes grabbing a celeb photo and adding text to it. You’d have to take your own photo and get a signed release.

This is not true. A celebrity out in public is free game as it were. Celebrities get upset all the time because someone shot them out in public when they were not prepared. Nothing they can do about it. The photographer doesn't get a release.

Sounds pretty ridiculous. What about snaps from news clips, movies, etc.? These politicians must be concerned their face will be on a meme that shows them as being the asshats that they are.

/—-/ When you hire a lawyer at $350 an hour to defend you, he’ll tell you it’s cheaper to pay the $15k and be done with it.

The precedent is long. You aren't going to get sued. There are no restrictions on photographing people in public.

/——-/ Don't be so sure: Can You Sell Products With a Celebrity on Them?

Even Celebs get sued for using paparazzi photos of themselves: https://www.buzzfeednews.com/article/claudiarosenbaum/celebrities-sued-paparazzi-photos-social-media

The pics are capitalist. You must pay for the right to use them.
