The historical events were the census - which were never recorded in the permanent state records of King David - and a plague. of pestilence - a naturally occurring event.
God didn't send a plague. What's more, you yourself do not believe God sent a plague. Did they actually believe God sent the plague? I don't know. What I do know is that the lesson wasn't that God is cruel. The lesson is God is just and merciful as evidenced by verse 16 and that being accountable is a successful behavior as evidenced by verse 17.
