No. It does not imply that. Their belief (i.e. bias) is that God is moralistic and providential. A belief that can be confirmed by the fact that not all behaviors and actions have equal outcomes. That certain behaviors and actions have better outcomes. Outcomes that are harmonious and lead to order. Whereas other behaviors and actions lead to worse outcomes.
