The driver should be punished to the fullest extent of the law. However, immigrants are shown to be less likely than citizens to be responsible for such tragedies.

doesnt matter. When you have people coming here and you dont know who they are, then its a failure. Their gangs are much worse and more violent than our own. Children are used in the process of crossing our border and so are women.. there IS NO excuse for this. The victims hit hardest by these immigrant gangs are the other immigrants themselves, who are also preyed upon the the cartels. The same people you say you care about. In many cases it would have been better for them if they never came at all. They need to immigrate here the old fashioned way, stand in line, take a number and cut out the middle man Cartels who are making an obscene profit off of it all.
