It isn't Trumps authority to declassify things that prevenets him from breaking the law against revealing classified information, but the law itself. That law only makes it illegal for somebody with a security clearance to reveal classified information. That is why the NYT's could publish the pentagon papers, and Robert Novak could publish Valerie Plames name as a CIA agent.
