TSA, FAA, SSA staff are required to work but do not receive pay during the shut down. Also I believe staffing has to go to minimum levels which can cause delays.

Once the shut down ends they are paid back pay.

So no, not on "autopilot".

I don't believe SSA workers (limited staff to provide benefits) get paid during the shutdown. They are like TSA, FAA, and other "essential workers", they are required to report to work but don't get paid until the budget gets approved.
