Ok just so I understand.

The school board offered to let people not do something.

And so many people didn't want to do it the school board then said "ok now you have to do it".

They basically told the parents "we gave you a chance to do what we agree with us, now we're going to make you do it". Nothing like good ole fashioned forced submission.
