There is a BIG difference if they are ANNOUNCED as impeachment investigations or not. That's like saying "her husband is being questioned about a rape vs. her husband is in an IRS audit"-big difference in the way it is looked at. What are the big differences? When Nixon and Clinton were impeached, the standing committees didn't have subpoena power according to the House rules at the time. Mueller did not say that no one obstructed his investigation. He list numerous times when Trump attempted to fire him, or have him fired, which failed only because Trump's subordinates refused to carry out his order to fire Mueller. There were also Trump's attacks on Jeff Sessions for recusing himself.

That "numerous counts" comes from the Mueller Report, which details 9 separate attempts at obstruction, of which four tick off every box on obstruction definition.
