I believe, the Hispanic chief of police was looking out for the lives and safety of his cops.

In other words, he was doing his job, as best he understood it.

And, he probably even did it 'by the book", according to the prevailing policy.

We need to look closely at the cops on the street.

But the street cops, acted like their jobs were more important to them than the lives of the children in their community.
