The Bill is to make the law consistent - i.e. it is the same regardless of whether it is male/female or male/male (or presumably female/female but that is pretty rare). CONSISTENT.

Now, that said there is a real issue....but it's not with this bill....I'll give you a chance to guess what it is

What if....a 17 yr and a 21 yr old? Or a 16 yr old and 18 yr old (correct me if I'm wrong but legal ages vary by state?)

Should the 21 yr old know better? Ya...but the age difference is not huge. When it comes to "statutory rape" - there is a lot of grey area. I think that is why is it is conflicting in classifying it as a sex offender crime that should be in a registry. I think there is push back on that because it has ruined many young men's lives.

Puberty doesn't happen at a fixed age. It varies from one person, to another. Most 14-year-olds have been, or are going through it, but some have not, yet.

Lina Medina, of course, was an unusual, extreme case, having gone through puberty, according to different accounts at anywhere from 18 months to three years of age. By four or five, she was well enough developed to become pregnant, and to give birth by Caesarian to a healthy baby.

She was not prepubescent when she was raped, even though she was only four or five years old at the time. Does this make that rape not an act of pedophilia?

And recognizing the scientific reality that she had achieved that level of sexual maturity at such a young age, does that make me not in my right mind?
