In 2014 President Obama negotiated with European leaders for them to increase their contributions to 2% of their GDP (which they still haven't met).
President Trump suggested European leaders should come closer to matching the 4% of GDP the US provides towards the endeavor.

The only embarrassment involved is when countries like Poland and Estonia ...
Can come closer to matching GDP based US contributions than other European countries ...
