The trouble is, the results of the referendum will be determined by how the positions are articulated.

God-damn it, this is what representative government is all about. It is for the LEGISLATURE to make these decisions, after carefully considering the options and their ramifications. Most citizens are too ignorant to even form a cogent opinion on the question.
