The cause of the decline in our education from your perspective, actually was caused by mass immigration and implementation of the IDEA law. We know educate everybody regardless of handicap or native language. That is simply a fact that most people outside the educational field would neither acknowledge nor admit was the cause of the decline. It is politically unpopular, just like DEMs believe men can menstruate and give birth. The immigration causing the decline usually occurred in blue cities, as most immigrants do not settle in rural or red state areas.

While what you say is absolutely correct, the lowering of federal standards was instrumental in lowering the scores of schools in every state. Which is why you never see scores from the homeschooled or private schools. And never will the government consider the offshoot of private schools. The private schools now offering what's called "classical" education. Which means education in core subjects as well as worthwhile electives.

Absolutely. States are not required to do any of that anymore. That is their little secret. For example, Common Core is a great system of standards that was demonized as something it was not. States got rid of it by changing its name and adopting the same standards with a new name. There is and never was a federally required standard. Woke educators like make people believe that funding is dependent on compliance when it is not.
