RNC mailing absentee ballot applications to Pennsylvania voters

Those are not applications for absentee ballots, but they are applications for mail-in ballots. There is a difference.

Did they request the ballots are were they sent without any voter input? That is where your fraud occurs.

If these ballot applications are sent out, what happens to those who are not returned? Unless they were requested, sending them out should be illegal for either party.

Michigan is trying to skip voter application and mail actual mail-in ballots, which can be used for fraud when not verified that there is an actual legal voter.
