i have an idea --- let's freeze government spending at 2016 levels for three years. During that three years, each government agency will 1) conduct an audit of their programs with a goal of eliminating 15% of funding, 2) participate in a bottom-up review of agency functions with a goal of identifying and eliminating duplicative spending, and 3) eliminate all activities not directly supporting those functions for which the agency was created.

At the end of the three year moratorium, pass a law requiring a balanced budget except in cases of war or national emergency. In addition, pass a law that eliminates interim funding, and mandates that the budget will be in place not later than 30 Sept, or all government functions, with the exception of mission-critical activities, will be closed until the budget is passed and signed. Give the president line-item veto, (which can be overridden by 2/3 of the House), with the proviso that any money saved as a result of the line-item veto may NOT be reallocated to other government activities.

During that three years, each government agency will 1) conduct an audit of their programs with a goal of eliminating 15% of funding, 2) participate in a bottom-up review of agency functions with a goal of identifying and eliminating duplicative spending, and 3) eliminate all activities not directly supporting those functions for which the agency was created.

At the end of the three year moratorium, pass a law requiring a balanced budget except in cases of war or national emergency. In addition, pass a law that eliminates interim funding, and mandates that the budget will be in place not later than 30 Sept, or all government functions, with the exception of mission-critical activities, will be closed until the budget is passed and signed. Give the president line-item veto, (which can be overridden by 2/3 of the House), with the proviso that any money saved as a result of the line-item veto may NOT be reallocated to other government activities.

Your proposal makes complete sense...which of course is why nobody in the Federal Government would want anything to do with it! Since anyone with even a modicum of common sense knows that waste is rampant in our government yet everyone points fingers at "OTHERS" as the wasters...not themselves...the only solution is to force them into cutting waste by cutting their budgets. It's interesting how you ask that when you know any spending program proposed by republcans is NEVER paid for. Cutting defense spending could easily pay for most of those. Closing tax loopholes taken advantage by corporations would pay for a lot as well. 2/3 of all corporations pay no federal income taxes because of loopholes. That essentially makes the official rate of 35% a complete joke. It's the EFFECTIVE tax rate that matters.

3) Historically, raising the min wage does not signfically harm small businesses. In fact, 600 econmists signed a letter to congress in support of raising the min wage to 10.10 per hour.
4) Mitigation is about preparing the planet for the irreversible damage that will come. Doing nothing would only make it worse.
