Should we require panhandlers (beggars) to report income? Should we require individuals that sale merchandise on the Internet to report income? Should we require those that work at home as a sideline to report income?

Examples: People sale boats, cars, furniture, appliances, electronics, jewelry. etc. on E-bay and Craigslist. People do auto repairs, plumbing, and carpentry as a sideline to earn extra income.

How would we enforce a law that required individuals to report income and pay taxes on that income?

For myself, sometimes, yes, though I might view it differently than what you'd think. Sometimes for friends too, but I normally advise people just to do their own.
