Diplomats and the family and staff, are not subject to out tax or criminal laws.
Whereas illegal aliens can be arrested, indicted, tried, convicted, and incarcerated, just like any US citizen.. Just like a US citizen in Mexico or Canada is subject to the jurisdiction of their laws.
