I’ve said before and I’ll say it again; the only ones who can change the situation in the black community is blacks themselves.
Whites couldn’t do it even if they wanted to. Many do but nothing whites do works. Welfare won’t do it, reparations won’t do it and throwing money and social programs at the problem won’t do it.
These things don’t work because they will not, and cannot, address the root cause: the self sense of defeatism, of no possibilities and no options. Nor will it change the resentment many feel towards whites or the idea that society has failed them.
None of this discounts the effects of oppression and discrimination of the past but neither does it discount the fact that each of us is the captain of our course in life. Nothing kills our spirit faster than our own bad choices.

Usually you need change from the top. If you want to empower locals to change their local area then you need to give them the support for that.
We have the knowledge of how to change things. You need to give kids reasons to not get into crime. Can a local person with no money do that? Can we expect local people to give up all their free time to help other people's kids?
Might work in one community, but won't work elsewhere. You want things to work, it has to be a whole effort of the state/country, using all the knowledge we have.
Relying on the locals to do it works in a few cases but will never work for the whole country, which is what you need.

The issue here is "how do we get people back on track?" Blaming people doesn't do anything.
Within every topic there's individual and collective responsibility. People within a microcosm will make choices that will lead to different outcomes. Some will get married and not get divorced and will produce decent children.
However we're looking at things statistically. And statistically if we do nothing and try and blame black people, NOTHING WILL CHANGE.
The only way to change things, and we can see this by looking at how other countries deal with it, is to have a policy or series of policies that are well designed, taking into account the things we know.
The problem with the US political system is, the politicians are only interested in enriching themselves for the most part. They don't want the hassle of sorting out problems. Why do they care? They're rich, their kids will get a good education and live a life mostly away from violent crime.
Doesn't really matter whether there's resentment or not. It matters what impact you have.
If you make a policy now and it leads to a drop in single mothers, an increase in educational achievement among poor kids, leads to more opportunities for poor people, then every generation will get better.
Some will reject it. Rich kids sometimes reject all they've got. That's life. But statistically you make a difference, you then change the next generation, give kids a better chance and then move on to the generation after that.
Right now you just have a cycle of violence and poverty and crime.
