Minsk II, also known as the Minsk Agreement or Minsk Peace Agreement, is a set of measures to implement the Minsk I agreements. Its most important goals, namely an end to the war that has been raging in eastern Ukraine since 2014 and a political settlement to the conflict, were not achieved.
The agreement was negotiated by the then French President François Hollande, the then German Chancellor Angela Merkel, the then Ukrainian President Petro Poroshenko, the Belarusian President Alexander Lukashenko and the Russian President Vladimir Putin and signed by the participants of the Trilateral Contact Group on February 12, 2015. The signatories in 2015 were: the former President of Ukraine Leonid Kuchma, the Ambassador of the Russian Federation to Ukraine Mikhail Zurabov, the militia leaders of the self-proclaimed “People's Republics” of Lugansk and Donetsk Igor Plotnitsky and Alexander Zakharchenko as well as the OSCE Representative Heidi Tagliavini.
Shortly after the agreement was signed, fighters loyal to Russia and Russian troops stormed Debaltseve and captured the town three days after the officially announced ceasefire, which meant that the agreement had already been broken. The conflict continued to smoulder with varying intensity. In June, the anti-government troops attacked the town of Marjinka west of Donetsk, and in August 2015 there was a serious attack on the Mariupol front section. No new talks were opened to settle this conflict internationally until February 21, 2022.
On 21 February 2022, President Putin declared that there were no longer any prospects for the Minsk Agreement. On the same day, President Putin announced and signed the recognition of the self-proclaimed and internationally unrecognized Lugansk People's Republic and the Donetsk People's Republic as independent states and ordered the deployment of troops to the separatist-controlled areas. This rendered the only document signed by all sides to settle the conflict invalid.
