It is believed that this happened in the Botai culture. But the area of the Botai culture extended to the territory of the Afanasiev culture (this is the territory with Q markers), and the Andronovo culture did not yet exist at that time. The Botai culture coincides with Afanasevo both territorially and in dating.
This is the distribution area of the Botai culture:

Proto-Americans tamed the horse. Either horse breeding was brought from America itself through Afanasevo.

Ancient horses roamed the North American continent for millions of years. And many, many years later, horses played an integral role in building the foundation of the United States. However, there was a period in time when horses vanished from the continent, and the reason remains unknown.Feb 25, 2022

The theme of Afanasiev culture is politicized. Despite the huge amount of material, there is no clear theory of its origin. I think it was a migration from America.

The theme of Altai itself is also politicized. In the Russian Federation, little is known about the culture and population of Altai and the information is mostly false.

And there is no doubt that Andronovo was either a direct continuation of Afanasevo or was strongly influenced.
