If, for example, government is responsibility for the well-being of the fetus, how far can we take that? Can we dictate the diet of the mother? Her overall health regimen? Other activities? Can we charge her with child abuse if she does otherwise?

Being dependent doesn’t mean it isn’t a separate body. After the baby is born it is still dependent on an adult to keep it alive. Severely handicapped adults depend on others to stay alive. This is not a qualifier or determination of being a human being.
