Presidential overreach - Texas Judge

So a judge in Texas halted the President's immigration Executive Order thing. My question is only this: How can any US President "overreach" their authority? Aren't there like thousands of lawyers watching what a President does so as to prevent that sort of thing? If not, there should be.
