Time will tell whether Rump's intentionally not wanting tests available is a Katrina-like moment when people decided a guy simply wasn't in charge. (Ironically, imo W was clearly out of his depth with Iraq and relied upon bad advice, but on Katrina he played the hand he got about as well as he could. There was no way he was going to get the helicopters needed to save New Orleans when it was still saveable)
At this point it is simply a question of whether we will have a testing capacity that lets us identify large numbers of infected people to get them off the streets in large enough numbers to prevent a really severe spike in numbers
