For example, the CIA drone program has been widely discussed in the public domain since the early 2000s; however, the very existence of the program is technically classified, so sharing a newspaper article that mentions it would constitute a security breach according to the CIA.

So discussing a drone program, which the government itself speaks of extremely frequently at all levels, releases footage of, etc which perhaps the CIA never bothered to “declassify” is relevant how?

Apparently someone “educated” you incorrectly.
The law she broke specifically states that “intent” to break the law (careless disregard for national secrets, IE her email and server) is irrelevant.
In other words, you don’t have to INTEND to break the law to break it.
If you have too secret documents in your possession and you leave them in the bathroom after you take a shit... you broke the law. It doesn’t matter that you didn’t “intend” to leave the documents.

Just like if you are doing something careless in your car and run someone over and kill them, it doesn’t matter that you didn’t intend to kill people. Your careless behavior resulted in a death, and that is manslaughter.

But if we are being honest (which I’m not sure if you are), I think Hillary’s “intent” is quite clear.
She didn’t “accidentally” set up an off-site, non secured server in violation of the law and have classified emails on it.
You don’t slip and fall and accidentally hook up a server and have the IT people reroute your email through this server.

She did so to avoid oversite, because she is a corrupt criminal POS, and she got caught.
And as is common, she was let off the hook.

It was very intentional but what was the intent? Colin Powell used a private email address for official business (as did Ivanka). Did Clinton use her own server to hide her emails or to secure them? I actually knew an IT guy at the State Dep't and he said the unclassified system was so locked down it was impossible to use outside of their offices.
