Humans need to kill and destroy. It's what they do. If it isn't Nukes, it'll be some other brutal destructive way to do that. Even if you're religious and believe in the whole 'God Creation' thing, it's still very hard to fathom why a God would create Human Beings to inhabit his beautiful perfect Earth creation.

Inspectors can not visit the underground military facility where they had / have centrifuges, and ispectors must request approx 30 days out to inspect facilities, plenty of time to hide / move any they have.
