So the admin wants to target cartels and that same admin applauding that it named said cartels as terrorists so that it could utilize existing Congressional Authorization to do so is proof that the cartels are terrorists? At least it's not circular logic....

Get Congress to ok it and this isn't an issue. Half of the issue with most of what the Trump admin does is it wants to take short cuts instead of going through the required process in order to enact it's policies/goals. Labeling the cartels "narco terrorists" is just another in a long string of those shortcuts.
