I read that police basic training in the US varies widely in Sth Carolina it's around 16 months & in California 24. London 3 years and we don't need firearm training.
I think it comes down to both the quality of both the applicants and the training whether you end up with a police service (they are called a service and not a force now in the UK)

There are many different kinds of policing.
A street cop doesn't have the training or resources to investigate insider trading or corporate embezzlement. Those crimes aren't ignored, people are prosecuted all the time. But, those complex cases involve several agencies and entirely different kinds of specialists and sometimes take years to prosecute. When those people are arrested, they typically don't jack up with police.
On the other hand, trained accounting fraud and e-crime specialists aren't driving around the streets handing out tickets for speeding.
