He did a spin aground because the cop shot him when he brought his arm down to a 90 degree angle.

Sorry, this video is terrible. I can't tell if he has a gun. I'm pretty sure he puts his hands up and then spins a complete 360 so that he's again facing the officers when he's done, and as WillHaftawaite said, it looked like his right arm may have come down just before they shot him. So, if he had a gun, and especially if he lowered the hand with the gun toward police, it would seem like a justified shooting. The footage from the body cams or the car's dashcam would probably be illuminating.

This certainly isn't a clear instance of bad police actions, though.
