If you compare the number of police with the size of their district, police should always be able to respond to any call in less than a minute or 2. But they never response in less than 15 minutes and sometimes 30. Which means they not only are coming from the precinct station, but are taking their time about that even.
If there weren't cops, then I think every household would be armed, and I think that would be a huge improvement.

So then the rate of crime does always reduce when there is blue flu.
Likely because people are aware and take more precautions themselves, which then makes criminals less inclined.

But if average people start taking more precautions, that makes crime much harder.
