What was it 'sparking'?

It gets pretty complex in modern globalist terms. Emphasis on the complex...as in "military industrial complex". Quite a few countries are players in that. They work together in order to assure that there's some reason for them to be producing war materials, and collaborating in order to be perpetually engaged with a common enemy. They don't really want the enemies to permanently go away because the presence of the enemy fuels the military industrial effort. They want to be able to keep the enemies at bay but they still want them to be there. That's what they are "sparking".
