Starr proved President Clinton had in fact Was lying under oath and lied about his affair with Monica Lewenski. This was all the republicans needed to start the impeachment process against him, it also resulted in Bill Clinton being disbarred. There is nothing on that report that clearly shows President Clinton was completely exonerated from those past allegations by committing perjury. You should know your history.
