Between 2007’s count of 47 homicides and 2014, when only 11 homicides roiled Richmond, the murder rate has dropped 77 percent. So far this year, Boggan said, only three gang-related homicides have occurred.

If it works why not? You Republicans don't seem to understand if you invest the money this way it will save us money in the long run, not to mention the people who won't end up murdered.

It costs us $30K a year to house them in prison. Why not pay someone $10K if you know if will keep them out of prison? Republicans are so cheap they don't see a good investment.

Same reason I like free abortions. Lets pay the woman $500 now so we don't have to pay for the next 18 years.
