Biden was at least complicit in America's ploy of starting the proxy war with Russia.

It's hard to say whether the Pentagon would have permitted Trump to interfere in the war planning that had been in progress even earlier then the well known US interference in the Donbass region in 2014.

However, it's fair to say that Trump had interests in Russia that would be interfered with by a war against Russia.
