Weatherproofing: Stop energy leaks.
Insulation: Most buildings are well below new standards.
Energy efficient appliances and lighting: Self explanatory.
Conservation: Turn down heat at night or when not home. Turn off water heater when on vacation.
 
I live in Southern California. My area has HOT summers. So I did all the usual to insulate my house, the double paned windows, insulation, high efficiency roof.

But the one thing I did that made a bigger impact than everything else combines was Tex-coting. I was just getting the house panted and went with Tex-Cote on the idea that it would add insulation, with the zinc infusion. It dropped interior temperatures during peak summer months a good 20°

Attic insulation had done virtually nothing - it was the sun beating down on the walls that was heating the house up.
 
More creative use of off-peak electricity. That would increase power plant efficiency thus saving fuel.
