There was a time when families had to share toilet facilities and used Public bath houses.
There was such a thing as a cold water apartment.
This was also the case in Europe especially London well into the 1970's.
If you wanted hot water you had to boil it, same for a bath, and heating your apartment etc.
Hot water, thermostatic heating and one's private toilet was a luxury for only the well to do.

Yes, the bill giving the DOE (Federal Energy Administration at the time) authority to set appliance energy efficiency standards was passed in 1975.

Now you look silly, calling BS after your ridiculous request was answered.

Why don't you call the DOE and complain that they are relying on an old bill to raise the price of every appliance in your home....
