That blah blah is coming from the president of the United States. According to Professor Trump this virus is really smart, disinfectants in the body can be good and so can bright light.
It wasn't bright light, it was UV. And of course UV kills virus and bacteria very effectively.
He was making a statement that I wish you could somehow put sunlight through the body.
Trump speaks off the cuff and jaw jacks all the time. Most people can tell what is actual, and what is joking. He has that dry humor style where he looks like he is serious but isn't.
But nevermind...I just wasted 30 seconds typing this.
Generally, a president should not speak off the cuff unless he has an excellent command of the language which Trump obviously does not. Otherwise, you get a Donald Trump who in searching for the words to adequately explain his idea uses the wrong words, misstates facts, says things that aren't true and someone like you has to explain what he really meant. Imagine how his disinfectant and bright lights in the body got interpreted in other countries. In Japan, it was, "US president recommends drinking disinfectants an shining bright lights in the body" which lead to all kinds rhetoric about his mental stability. As the saying goes, Words have Power".
If you have ever listened to Trump speak, say 40 years ago, you would hear an eloquent speaker who was never at a lost for the right words. This is another reason why Trump should never speak off the cuff. He comes across as either as a babbling idiot or someone whose's quite senile and just can't find the right words to express himself.

But yes, I wish someone would take his phone away from him, and he would stop speaking off the cuff. But it is nevertheless how he is. And isn't the first President to have that problem. He is not a politician, and likes to have fun with the media so he says things just to rile them up...which of course works flawlessly... but he doesn't understand in the process he is hurting himself.
The heart of the problem is that Trump doesn't like the job of president but he loves being president. A president's life is not his own. His daily schedule is controlled by others and unforeseen events, For a senator or governor, that is the life they have chosen and that is what they expect as president. For Donald Trump who for about 50 years, has been his own boss in a private business he owned, he was able to completely set his own agenda perusing whatever activity he chose. He answered to no one. As president, he answers to Congress, to his party, his supporters, to his backers, and to the American people.
Most people that come into top level government positions from the private sector, are able to adjust but Donald Trump is not most people. So instead of adapting his life style, desires, and activities to fit that of the presidency, he has tried to change the presidency to fit his life style and that is just not possible. He loves meeting and talking to foreign dignitaries but he doesn't understand international politics so his meetings become photo opts and foreign policy is left to others. He has no interest in national security so he just ignores the meetings. In fact, he has little if any interest in most presidential matters, domestic or foreign. His only real interest is winning the battle, not the setting policy. If he had decided to run as a democrat which he certainly considered, he would be fighting the battle for fair treatment of illegal immigrants, pro-choice, enhancing Obamacare and embarrassing most of the democratic issues. For Trump, it's all about winning. The prize is irrelevant.
Trump may hate all the duties of the presidency but as I said, he loves being president because he loves the notoriety and having his face on TV and the Internet everyday. Any time he finds himself out of the news, he does something rather crazy to get back into the news. Many of our presidents hated campaigning, Truman, Eisenhower, Nixon, H W Bush, Obama but they were living for the opportunity to make changes as president. Trump is just the opposite. He loves campaigning and loves to win. He doesn't care much about the issues just winning the ones he has selected as a political vehicle. He lives for the rallies and loves jousting with candidates or just about any media celebrity. The bully pulpit gives him the most precious gift, a platform that allows him to say anything he chooses and the entire world will listen. As one of his biographers said, what will destroy Trump is for him to speak and no one listens.
