Unable or unwilling, Lord only knows which, but either way, yes, that would the point of criticism, not whether Trump followed through on that particular promise or any promise in general.

I suspect that in Trump's mind, carrying through on the "Jerusalem" promise in some way ingratiates him with Jewish Americans who may not otherwise have favored him. It may be that he is right. The action, however, is in that light one of political expediency for Trump, not overall sagacity for the nation as a whole or for anyone other than "Israel-one-note" voters. Even for them, I don't know that the move is wise, but they got slightly more than lip service as goes what they wanted.

I am for a one state Greater Israel solution with Jerusalem as the capitol of Israel, no right of return, and expatriation of all in Israel who will not sign a loyalty oath to Israel.
